Proposed Act Pressures Schools to Combat Illegal Downloading

The passage of the College Opportunity and Affordability Act of 2007 would make colleges more responsible for halting illegal downloads and peer-to-peer transfers of copyrighted works such as films, music, and television shows. The legislation would require schools to notify students and employees of the "policies and procedures" related to the unlawful sharing of various media, and would encourage institutions to develop plans to offer alternatives to or discourage the employment of their networks for piracy. The bill outlines no penalties for noncompliance, but the U.S. Department of Education would be authorized to award grants on a competitive basis to schools that are compliant. This will probably spur many schools to invest in new systems and technology to combat illegal downloading.
