- Beloit College Hosts Attack Exercise

- One of the largest simulations under a Department of Homeland Security program aimed at enhancing school safety was held in October at Beloit College in Rock County, Wis., and included 330 people from 50 separate local, state, and federal agencies in Wisconsin and northern Illinois. The exercise involved a woman telling police that she knew there would be trouble at the college, which was followed by shots being fired from two dormitories. Barricades were set up by police, contact was established with gunmen, and an explosion followed.
The Department of Homeland Security distributes $500,000 a year toward these simulations in order to prepare school administrators for possible attacks. Planning for the simulation at Beloit began well before the Virginia Tech attack, but the similarities were apparent. "What happened at Virginia Tech was so close to what we had written," says Shirley Connors, Rock County's emergency management director. "That was really quite frightening."
